Building upon a body of work on electric vehicle adoption funded by the National Institute for Transportation and Communities (NITC), a U.S DOT funded university transportation center, University of Utah researchers Xiaoyue Cathy Liu and Nikola Markovic will assist the Utah Transit Authority (UTA) in designing a dynamic service with zero-emission transit vehicles to enhance service equity and efficiency for a vulnerable population. Dr. Liu's earlier NITC work has helped transit agencies transition their fleets to battery electric buses, improving air quality with an eye toward environmental justice.

The UTA has received a new grant from the Federal Transit Administration (FTA) "Areas of Persistent Poverty" program, aimed at creating better transit for residents who have limited or no transportation options. Shared micromobility programs for e-scooters and bike share are becoming more common each year. How can we make sure they aren’t just being used for fun, but they’re also being prioritized for those who need a quick, affordable and accessible way to get around? A team of researchers has collected documentation about equity requirements from 239 shared micromobility programs across the U.S. and compiled all the data into an online dashboard, which city officials can use to find what other similar-sized cities are doing. Equity efforts in one city may pave the way for expanded opportunities in another.

Keeping a focus on equity can make this new technology accessible and affordable, and could improve the lives of people with disabilities, people with low incomes, those who don't have access to a smartphone, and those who live in neighborhoods without good transit access. Researchers Aaron Golub, John MacArthur and Sangwan Lee of Portland State University, Anne Brown of the University of Oregon, and Candace Brakewood and Abubakr Ziedan of the University of Tennessee, Knoxville have published a new journal article in the September 2022 volume of Transportation Research: Interdisciplinary Perspectives

Rapidly-evolving payment technologies have motivated public transit agencies in the United States to adopt new fare payment systems, including mobile ticketing applications. The article, "Equity and exclusion issues in cashless fare payment systems for public transportation," explores the challenges facing transit riders in the U.S. who lack access to bank accounts or smartphones, and potential solutions to ensure that a transition to cashless transit fares does not exclude riders. Learn more about the project and read an open-access version of the final report.

Incorporating transportation into the land development process is a big undertaking, with many important angles to be considered. Researchers are translating NITC research on this theme into a popular, easy-to-understand graphic format: comics. Led by an interdisciplinary team at Portland State University and the University of Arizona, they're illustrating transportation considerations in the land development process as a comic to reach a broader audience on this critical topic.

Still in development (the images here are early working drafts, illustrated by PSU student Joaquin Golez and Portland, OR illustrator Ryan Alexander-Tanner), the comics are based on research findings from several projects funded by the National Institute for Transportation and Communities (NITC). The project team is working with readers at neighborhood associations and nonprofits to test this unique approach in sharing research findings. NITC researchers Anne Nordberg, Jaya Davis, Stephen Mattingly, Sarah Leat and Mansi Patel of the University of Texas at Arlington have published two new journal articles related to their NITC project, Optimizing Housing and Service Locations to Provide Mobility to Meet the Mandated Obligations for Former Offenders to Improve Community Health and Safety. Read about the original study here, which focused on helping former offenders overcome transportation challenges to reintegrate into society.

The two articles, published in Mobilities and the International Journal of Offender Therapy and Comparative Criminology, disseminate the NITC study among different audiences and disciplines; highlighting the need to address transportation and complex social issues through more than one lens.

Dr. Jandel Crutchfield and NITC scholar Erin Findley of the University of Texas at Arlington have published an article in the January 2022 issue of Child & Family Social Work: "Accessibility of transportation to child-welfare involved parents and the related impact on court-ordered service participation.

The article explores the impact of transportation access on child welfare-involved families' service participation. 

Families involved with Child Protective Services (CPS) face daunting steps to meet their service plan goals in the effort to achieve reunification with their children. Families who lack transportation access face additional barriers. This study explored Court Appointed Special Advocates, or CASA, volunteers' perspectives of these barriers. Semi-structured interviews were conducted with nine CASA volunteers, with questions regarding volunteers' experiences of transportation access for parents and children. Primary emphasis was placed on families' access to services. Three primary themes emerged in the data analysis:

  1. challenges are wide-ranging, exacerbated by transportation issues;

How can relocating services away from a downtown center change the transportation decisions and patterns for persons experiencing homelessness? And how do those changes affect access to the services they need? New research from the University of Utah (UU) examines the impacts of decentralizing homeless service locations through a case study in Salt Lake County, Utah. 

Prior to 2019, resources for people experiencing homelessness in the county were concentrated in a single location: The Road Home – a nonprofit social services agency located downtown within the free fare zone for TRAX light rail. In 2019, Salt Lake County transitioned to a decentralized, scattered site model with multiple shelter locations. The downtown shelter closed and three new Homeless Resource Centers (HRCs), operated by various providers, were opened outside of downtown Salt Lake City.

In 2021, she completed a project funded by the National Institute for Transportation and Communities (NITC), Bi-objective Optimization for Battery Electric Bus Deployment Considering Cost and Environmental Equity, which was aimed at helping transit agencies transition their fleets to battery electric buses while focusing on improving air quality—with an eye toward environmental justice.

They also got you a job interview for next Monday, but it's across town. You also have mandatory mental health, medical health, and parole-related appointments to make it to this week, so right now— transportation is your biggest problem. You have three complementary bus tickets, and you need to figure out the best way to use them.

"I can't imagine trying to navigate my way through a city, tackle the bus system and find my way around without a smartphone - in a community that I haven't been in for ten, twenty, however many years," said Dr. Stephen Mattingly.
