Abstract: Reliance on the automobile for most trips contributes to costly trends like pollution, oil dependence, congestion, and obesity. Germany and the U.S. have among the highest motorization rates in the world. Yet Germans make a four times higher share of trips by foot, bike, and public transport and drive for a 25 percent lower share of trips.

This presentation first investigates international trends in daily travel behavior with a focus on Germany and the USA. Next, the presentation examines the transport and land-use policies in Germany over the last 40 years that have encouraged more walking, bicycling, and public transport use. Using a case study of policy changes in the German city of Freiburg, the presentation concludes with policies that are transferable to car-oriented countries around the world.

Bio: Ralph Buehler is Assistant Professor of Urban Affairs & Planning and a Faculty Fellow with the Metropolitan Institute at Virginia Tech in Alexandria, VA. Evaluating Driver and Pedestrian Behaviors at Enhanced Multilane Midblock Pedestrian Crossings: Case Study in Portland, Oregon This study examines driver and pedestrian behaviors at two enhanced midblock pedestrian crossings in Portland, Oregon. One crossing is on a five-lane arterial with a posted speed of 35/45 miles-per-hour (MPH) and features six rectangular rapid flash beacon (RRFB) assemblies and a narrow median refuge. The other crossing is on a suburban arterial with four travel lanes and a two-way left-turn lane. The crossing is enhanced with four RRFB assemblies and a median island with a “Z” crossing, or Danish offset, designed to encourage pedestrians to face oncoming traffic before completing the second stage of their crossing. Approximately 62 hours of video have been collected at the two locations. Summary: This session will describe the process and results of a NHTSA study that showed a change in driver culture of yielding to pedestrians in crosswalks on a citywide basis. The research won the Pat Waller award from the National Academy of Sciences, Transportation Research Board in January of this year. The approach to changing road user behavior focused on an integrated approach that include Enforcement, Engineering, and Educational efforts that were designed to be dovetailed together and that included a social norming component. Additional information will be provided on engineering solutions that can facilitate changes in pedestrian level of service and safety.

Bio: Dr. Van Houten is a Professor of Psychology at Western Michigan University. He has worked in the area of pedestrian safety for thirty years. He is past chairman of the Transportation Research Board’s pedestrian committee and a member of the National Committee on Uniform Traffic Control Devices. Summary: Researchers from the transportation, planning and health fields share the common goal of promoting physically active lifestyle. One challenge that researchers often face is the measurement of physical activity, particularly among children. This is because the sporadic nature of children’s physical activity patterns makes it difficult to recall and quantify such activities. Additionally, children’s lower cognitive functioning compared to adults prevents them from accurately recalling their activities. This presentation will describe the design and application of a novel self-report instrument - the Graphs for Recalling Activity Time (GReAT) - for measuring children’s activity time use patterns. The instrument was applied in a study of children’s risk for obesity and diabetes in a predominately Hispanic community in Milwaukee, WI. Time-use data for two weekdays and one weekend day were collected for various physical and sedentary activities. The data was then assessed against measurements of the children’s cardiovascular fitness, weight status and insulin resistance through exploratory analysis and structured equation modeling. Joseph Broach, PhD candidate in Urban Studies, will discuss the results of his research, which models the propensity of children aged 6-16 to walk or bike to parks and school without an adult chaperone, extending existing work on children’s active travel in several ways: 1) focus on travel without an adult, 2) inclusion of school and a non-school destinations, 3) separate walk and bike models, 4) consideration of both parent and child attitudes and perceived social norms, 5) explicit inclusion of household rules limiting walking or bicycling.

Topic: Links Between Public Transportation and Physical Activity (Effects of LRT on Physical Activity Based on Seattle GPS Study)

Summary: This seminar will explore the empirical evidence regarding the links between the use of public transportation and physical activity, with a specific focus on using integrated device and self-report methods to identify travel modes and physical activity.

Bio: Brian E. Saelens, Ph.D. is a Professor of Pediatrics and Psychiatry & Behavioral Sciences at the University of Washington and Principal Investigator at Seattle Children’s Research Institute. Dr. Saelens is a clinical/health psychologist. His interest areas include obesity treatment and prevention, especially in environmental factors and policies that influence physical activity and eating behaviors in children and adults. He has published over 150 peer-reviewed original investigation and review articles.

Topic: Trick or Treatment? Impact of Route-Level Features on Decisions to Walk or Bike
Summary: Some travel routes attract people walking and cycling, while others may scare them away. What features of street environments are most important, and how do available routes affect decisions to bike or walk on a specific trip? 

Research to date has focused on either large-scale areal measures like "miles of bike lane nearby" or else has considered only shortest path routes. Neither method is suited to capturing the impact of targeted route-level policies like neighborhood greenways. This session will present a new technique for measuring bike and walk accessibility along the most likely route for a given trip. The method is applied to travel data, and results provide new insight into the relationship between route quality and travel mode choice.

Three Portland State University graduate students in the Nohad A. Toulan School of Urban Studies and Planning used GIS technology to collect and analyze residents’ thoughts about walkability needs for Portland, Oregon’s northeast Cully neighborhood.

Their report, Engaging Cully, was the final product of a ten-week course called Public Participation Geographic Information Systems (PPGIS), taught by PSU professor Vivek Shandas.

In PPGIS, community input is used to create GIS-based data and diagnostics maps which can inform planners’ decision-making process. Team members Travis Driessen, Brandi Campbell and Eduardo Montejo worked with community-based organizations and residents to assess the needs of the Cully neighborhood’s pedestrian network using PPGIS methods.

The executive committee of the National Institute for Transportation and Communities, or NITC, program has selected a third round of research, education, and technology transfer projects for funding. This grant is part of the University Transportation Center (UTC) program funded by the U.S. Department of Transportation’s Office of Research and Technology, and is a partnership between Portland State University, the University of Oregon, the Oregon Institute of Technology, and the University of Utah. The committee chose eight projects, totaling $800,000, under the NITC theme of safe, healthy and sustainable transportation to foster livable communities. 
 
The projects are national in scope and support innovations in priority areas including public transit and active transportation. 
 
Projects selected include:
  • An analysis of the effects of commuter rail on population deconcentration.
  • A look into prioritizing pedestrians at signalized intersections.
  • A study of cyclist-vehicle interaction.
  • An evaluation of an eco-driving intervention.

Several notable transportation projects have come out of Portland State University’s Master of Urban and Regional Planning (MURP) program this spring.

 

Each year, graduating students finish up their two-year program of study by forming into groups and carrying out a professional project. Clients work with Portland State University to identify planning needs that would be a good fit for the MURP program, and students choose projects based on their interests.
