Abstract: Today, most streets are designed and managed to meet mobility standards that focus on the movement of motor vehicles, failing to adequately accommodate and prioritize transit, walking, and biking. A new culture of innovation is needed in transportation as traditional solutions alone will not suffice. By 2035, the Portland Plan envisions transportation facilities that are designed and managed to prioritize travel investments that improve walking, biking, and universal accessibility as the first priority.
In support of this vision, Peter Koonce, Manager of the City's Signals, Street Lighting, & ITS Division will discuss how he's looking to make the City's traffic signals consistent with these goals resulting in more effective integration of land use, transit, cycling, and walking. The discussion will be centered around research that is needed to improve our understanding of best practices from the U.S. and Europe for application in Portland.

Abstract: Walking and bicycling are being promoted as transportation options that can increase the livability and sustainability of communities, but the automobile remains the dominant mode of transportation in all United States metropolitan regions. In order to change travel behavior, researchers and practitioners need a greater understanding of the mode choice decision process, especially for walking and bicycling.
This presentation will summarize dissertation research on factors associated with walking and bicycling for routine travel purposes, such as shopping. More than 1,000 retail pharmacy store customers were surveyed in 20 San Francisco Bay Area shopping districts in fall 2009, and 26 follow-up interviews were conducted in spring and summer 2010. Mixed logit models showed that walking was associated with shorter travel distances, higher population densities, more street tree canopy coverage, and greater enjoyment of walking. Bicycling was associated with shorter travel distances, more bicycle facilities, more bicycle parking, and greater enjoyment of bicycling. Wei Feng: Impacts of Economic, Technological and Operational Factors on the Economic Competitiveness of Electric Commercial Vehicles in Fleet Replacement Decisions
Electric commercial vehicles (ECV) have the potential to substantially reduce greenhouse gas emissions, noise, and pollution in urban areas. In addition, ECVs have lower per-mile operating costs and potentially lower maintenance costs. However, the initial purchase cost of ECVs is significantly higher than the purchase cost of a conventional diesel vehicle. From a purely economic perspective, there is a cost tradeoff between the low operating and maintenance costs of ECVs and their high initial capital costs. In this paper, a fleet replacement optimization framework is employed to analyze the competitiveness of ECVs. Scenarios with different fleet utilization, fuel efficiency and sensitivity analysis of ten additional factors indicate that ECVs are more cost effective when conventional diesel vehicles’ fuel efficiency is low (8.2 miles/gallon) and daily utilization is more than 54 miles. Breakeven values of some key economic and technological factors that separate the competitiveness between ECVs and conventional diesel vehicles are calculated in all scenarios. It has been nearly 25 years since non-motorized modes and non-motorized-specific built environment measures were first included in the regional travel demand models of metropolitan planning organizations (MPOs). Such modeling practices have evolved considerably as data collection and analysis methods improve, decisions-makers demand more policy-responsive tools, and walking and cycling grow in popularity. Many models now explicitly consider the unique characteristics of walking travel, separate from travel by bicycle. As MPOs look to enhance their models’ representations of pedestrian travel, the need to understand current and emerging practice is great.
This project presents a comprehensive review of the practice of representing walking in MPO travel models. A review of model documentation determined that – as of mid-2012 – 63% (30) of the 48 largest MPOs included non-motorized travel in their regional models, while 47% (14) of those also distinguished between walk and bicycle modes. The modeling frameworks, model structures, and variables used for pedestrian and non-motorized regional modeling are described and discussed. Abstract: Reliance on the automobile for most trips contributes to costly trends like pollution, oil dependence, congestion, and obesity. Germany and the U.S. have among the highest motorization rates in the world. Yet Germans make a four times higher share of trips by foot, bike, and public transport and drive for a 25 percent lower share of trips.
This presentation first investigates international trends in daily travel behavior with a focus on Germany and the USA. Next, the presentation examines the transport and land-use policies in Germany over the last 40 years that have encouraged more walking, bicycling, and public transport use. Using a case study of policy changes in the German city of Freiburg, the presentation concludes with policies that are transferable to car-oriented countries around the world.
Bio: Ralph Buehler is Assistant Professor of Urban Affairs & Planning and a Faculty Fellow with the Metropolitan Institute at Virginia Tech in Alexandria, VA. Evaluating Driver and Pedestrian Behaviors at Enhanced Multilane Midblock Pedestrian Crossings: Case Study in Portland, Oregon This study examines driver and pedestrian behaviors at two enhanced midblock pedestrian crossings in Portland, Oregon. One crossing is on a five-lane arterial with a posted speed of 35/45 miles-per-hour (MPH) and features six rectangular rapid flash beacon (RRFB) assemblies and a narrow median refuge. The other crossing is on a suburban arterial with four travel lanes and a two-way left-turn lane. The crossing is enhanced with four RRFB assemblies and a median island with a “Z” crossing, or Danish offset, designed to encourage pedestrians to face oncoming traffic before completing the second stage of their crossing. Approximately 62 hours of video have been collected at the two locations. A total of 351 pedestrian crossings are analyzed for driver compliance (yielding) rates, pedestrian activation rates, pedestrian delay, and conflict avoidance maneuvers. Summary: This session will describe the process and results of a NHTSA study that showed a change in driver culture of yielding to pedestrians in crosswalks on a citywide basis. The research won the Pat Waller award from the National Academy of Sciences, Transportation Research Board in January of this year. The approach to changing road user behavior focused on an integrated approach that include Enforcement, Engineering, and Educational efforts that were designed to be dovetailed together and that included a social norming component. Additional information will be provided on engineering solutions that can facilitate changes in pedestrian level of service and safety.
Bio: Dr. Van Houten is a Professor of Psychology at Western Michigan University. He has worked in the area of pedestrian safety for thirty years. He is past chairman of the Transportation Research Board’s pedestrian committee and a member of the National Committee on Uniform Traffic Control Devices. Summary: Researchers from the transportation, planning and health fields share the common goal of promoting physically active lifestyle. One challenge that researchers often face is the measurement of physical activity, particularly among children. This is because the sporadic nature of children’s physical activity patterns makes it difficult to recall and quantify such activities. Additionally, children’s lower cognitive functioning compared to adults prevents them from accurately recalling their activities. This presentation will describe the design and application of a novel self-report instrument - the Graphs for Recalling Activity Time (GReAT) - for measuring children’s activity time use patterns. The instrument was applied in a study of children’s risk for obesity and diabetes in a predominately Hispanic community in Milwaukee, WI. Time-use data for two weekdays and one weekend day were collected for various physical and sedentary activities. Joseph Broach, PhD candidate in Urban Studies, will discuss the results of his research, which models the propensity of children aged 6-16 to walk or bike to parks and school without an adult chaperone, extending existing work on children’s active travel in several ways: 1) focus on travel without an adult, 2) inclusion of school and a non-school destinations, 3) separate walk and bike models, 4) consideration of both parent and child attitudes and perceived social norms, 5) explicit inclusion of household rules limiting walking or bicycling.
