Nathan McNeil, a Research Associate at PSU's Transportation Research and Education Center (TREC), and co-authors Keith Bartholomew and Matt Ryan (University of Utah), have been selected for a Charley V. Wootan Award for their paper "Transportation Academies as Catalysts for Civic Engagement in Transportation Decision-making." They will be presented with the award in January at the annual meeting of the Transportation Research Board (TRB).

The paper, published in Transportation Research Record (TRR): The Journal of the Transportation Research Board, draws on findings from a project funded by the National Institute for Transportation and Communities (NITC), with additional support from Salt Lake City Transportation Division; Wasatch Front Regional Council; Utah Department of Transportation; Utah Transit Authority; University of Utah; Salt Lake County, Regional Planning and Transportation; and the Portland Bureau of Transportation. How can relocating homeless services away from a downtown center change transportation patterns for people experiencing homelessness? Researchers Sarah Canham, Jeff Rose, Shannon Jones, Alannah Clay and Ivis Garcia of the University of Utah (UU) have published an article in the September 2022 issue of Health & Social Care in the Community.

The article, "Community perspectives on how decentralising an emergency shelter influences transportation needs and use for persons experiencing homelessness," offers evidence to support the need for no-cost transportation options for persons experiencing homelessness.

The findings draw on the ongoing project Understanding the Impact of Decentralizing Homeless Services on Transportation and Mobility in Salt Lake County, funded by the National Institute for Transportation and Communities (NITC).

Despite steady increases in homelessness in the U.S., only recently has research on transportation needs for persons experiencing homelessness been the focus of research endeavours. To fill this gap in the literature, the research team conducted a qualitative study in which 24 professionals working in planning, transportation, local government, and the homelessness services sector were engaged in in-depth, semi-structured interviews.

Researchers Ivis Garcia, Sadika Maheruma Khan, and Kevin Fagundo-Ojeda of the University of Utah with Miriam Abelson and Nicholas Puczkowskyj of Portland State University have published a new article in the November 2022 issue of Transportation Research Part D: Transport and Environment.

Scholarship on gendered mobilities has shown that women experience transit differently than men do, particularly regarding personal safety. The article, "Harassment of low-income women on transit: A photovoice project in Oregon and Utah," makes a unique contribution to this body of literature because it shows that women feel targeted also based on their racial or ethnic identity and not only their gender. How can community members become more engaged in transportation decision making?

Individuals and groups can learn to effect powerful change, but success requires some familiarity with how civic processes work. Community Transportation Academies, or CTAs, provide a basic technical understanding of how a city or region’s transportation system operates, along with the decision makers and decision-making processes that determine how the system is shaped.

Supported by the National Institute for Transportation and Communities (NITC), the new Wasatch Transportation Academy (WTA) at the University of Utah was piloted in 2022 in the Salt Lake City region. The research team developed a course vision, topics, and logistics for the WTA by interviewing stakeholders in the Utah Governor’s Office of Planning and Budget, the Utah Department of Transportation, the Utah Transit Authority, Salt Lake County, Salt Lake City, and the Wasatch Front Regional Council. Led by Nathan McNeil of Portland State University and Keith Bartholomew of the University of Utah, the WTA used the established Portland Traffic and Transportation class in Portland, Oregon as a framework.

How could a free transportation class for people living in the Salt Lake City region strengthen community conversations and advocacy around local priorities in transportation policy? Researchers at Portland State University (PSU) and University of Utah (UU) explored that question by bringing a well-known learning model from Portland, Oregon to SLC.

For over 25 years, the Portland Bureau of Transportation has partnered with PSU to offer the Portland Traffic and Transportation Course – a free 10-week course designed to provide local community members the skills and knowledge to participate in transportation decisions affecting their neighborhoods. This model has proven to be a success story in public agency-university partnership in community education. Building upon a 2015 project that documented the Portland course and developed a curriculum handbook, the National Institute for Transportation and Communities (NITC) has provided more funding for a pilot community transportation class–the Wasatch Transportation Academy– in Salt Lake, City Utah. He’s been in public relations another 14 years, leading pre-IPO angel-invested startup branding efforts and providing company and government agency perspective to reporters and citizens. Summary: The Transportation Planning Analysis Unit (TPAU) at ODOT helps to provide information to a large variety of transportation plans, projects, and policy questions.  This allows customers to make better informed decisions and to maximize limited resources.  In order to fill this role TPAU and the Oregon modeling community have a fairly large "toolbox" of models and analysis tools and procedures.  This transportation seminar will give an overview of the role and services that TPAU provides and the different tools and processes used to fulfill that role.

The history of the Columbia River Highway is a tale of visionaries, civic leaders, skilled engineers and talented artisans. In 1913, Samuel Lancaster designed the first 20 miles of what is now known as the Historic Columbia River Highway Lancaster’s work resulted was a world class scenic highway that once stretched from Portland to The Dalles.

Starting in the 1940s, the construction of a freeway through the Columbia River Gorge severed the original route in a number of locations. The Oregon Legislature in 1987 directed ODOT to preserve and enhance existing portions of the historic highway. Much work has been accomplished since that date. However, 12 challenging miles remain. Interested groups have joined together to advocate for the completion by 2016, the 100th anniversary of Lancaster's masterpiece.

This presentation will provide an overview of the history, current status, and future plans with specific emphasis on technical issues relevant to the surveying and engineering communities. An opportunity will be provided for questions.

Abstract: Transportation planning for the 2010 Olympic Winter Games— Vancouver’s largest special event ever—was a complex challenge compounded by venue security road closures throughout the city. Through public engagement, careful planning and evaluation, and collaboration with transportation partners, the City of Vancouver developed a wide range of innovative strategies to create its Host City Olympic Transportation Plan. By almost every indicator, the transportation operations and transportation demand management (TDM) strategies of the 2010 Olympic Winter Games were an unqualified success. However, the goals of the Host City transportation plan were further verified the Host City Olympic Transportation Plan Downtown Monitoring Study in partnership with the University of British Columbia (UBC) to evaluate the transportation impact of the Games by using in-the-field data collection. The transportation legacy of the Host City Olympic Transportation Plan was a proven example of a large scale travel behaviour shift to sustainable modes, in unprecedented and record numbers.  The experience of the Host City Olympic Transportation Plan demonstrated that residents and businesses can be motivated to take sustainable modes of transportation if convenient alternatives to vehicle travel are available. Abstract: Our speaker for May 14, 2010 is Gill V. Hicks, Director Southern California Operations for Cambridge Systematics, Inc.  For more than ten years, Mr. Hicks served as the General Manager of the Alameda Corridor Transportation Authority (ACTA).  The $2.4 billion Alameda Corridor consolidated harbor-related railroad traffic onto a single 20-mile corridor between the ports of Los Angeles and Long Beach and the railroad mainlines near downtown Los Angeles.  Mr. Hicks’ responsibilities included overall management of the agency, building consensus, estimating benefits and costs of the project, generating political support, testifying before U.S. Congress, State Legislature, regulatory bodies, city councils, funding agencies and other stakeholders; developing a financial plan, raising funds, coordinating with railroad, trucking, and shipping businesses, and managing contracts for the project.

Mr. Hicks will discuss the major challenges faced by the project, including negotiations with three competing railroads, several municipal governments, utilities, regulatory agencies, contractors, and funding entities.  The process for consensus building will be discussed.
